In Quebec, the Halocarbons Regulation requires owners and technicians to maintain a detailed log of any refrigerant handling.

Who is affected?

  • Any owner of a refrigeration or air conditioning system containing halocarbons
  • Any refrigeration technician who handles refrigerants
  • HVAC-R service companies

What the log must contain

  • Type of refrigerant (R-134a, R-404A, R-449A, R-410A, etc.)
  • Amount added or removed (in kg)
  • Cylinder number
  • Date of handling
  • Equipment identification
  • Reason for handling (initial charge, top-up, recovery)
  • Name of the certified technician

The fines

Failure to comply with the Halocarbons Regulation can result in fines of $2,000 to $1,000,000 depending on the severity of the offence and whether the offender is an individual or a corporation.
